U.N.R.R.A. and C.N.R.R.A.

U.N.k.R.A. operations in China differ from

those in other parts of the world in that

distribution of U.N.R.R.A. supplies brought to

China by U.N.R.R.A. is effected not by U.N.R.R.A.

itself but by an organ of the Chinese Central

Government called the Chinese National Relief

and Rehabilitation Administration (CNRRA) set

up ad hoc for the purpose. The Director-General

of U.N.R.R.A. is represented in China by the

Director of the China Office of U.N.R.R.A., &

United States citizen named Cleveland.

Office maintains close contact with C.N.RIR.A.

regarding procurement, Lelivery and disposal of

supplies, but distribution is a C.N.R.R.A.

responsibility. The Committee of the Council

Lof U.N.R.R.A.7. for the Far East functions in

Shanghai; the United Kingdon is represented

thereon.

The China

2. The first U.N.R.R.A. supplies arrived in China

in November 1945, and from that date to the end

of December 1946 U.S. 8294.5 million worth of

material had been shipped to China. The total

value of the China programme was then expected

to be U.S. $535. Procurement in Europe and the

United States of America has now ceased but shipment

of supplies already procured continues.

1947 supplies to the total value of U.S..837

millions still remained to be shipped.
